EMMANUEL TIU SANTOS
Emmanuel Tiu Santos, better known as Noli Santos, is one of the few internationally multi-awarded Filipinos. Over the years, he received the following international awards: (1) Outstanding Service to the Cause of Freedom and Democracy, USA, 1986. This International Award of Recognition was granted by the American Biographical Institute for being one of Ninoy Aquino’s Original LABAN 21 (Original Lakas ng Bayan) that fought against the dictatorship to restore freedom and democracy in the Philippines. Ninoy Aquino assigned him to announce the Noise Barrage of April 6, 1978 which shook the Marcos Dictatorship and removed the fear from the hearts of the Filipinos, paving the way to People Power Revolution of February 22-25, 1986. (2) World’s Outstanding Governor, International Accrediting Commission, USA, 1987. (3) Community Leader of the World, ABI, USA, 2000. (4) Legion of Honor, United Cultural Convention, USA 2010. (5) Profile of Courage, ABI, Washington DC, USA, 2010. (6) Greatest Minds of the 20th Century, ABI, USA, 2011. The saying “ A prophet is without honor in his own country” does not apply to Noli Santos. Of more than fifteen Philippine Awards, Noli Santos is proud of the following hometown awards:

Noli Santos received numerous plaques of merit, Recognition and Appreciation from various organizations like the National Press Club of the Philippines, Januray 18, 2006, Intarnational Monitoring team GRP-MILF, Makati City, 2008, etc.
Noli Santos, as delegate of Nueva Ecija to the 1971 Constitutional Convention sponsored: (1) The creation of the Ombudsman, (2) Social and Economic Rights such as, Right to Free Education, Right to Employment, Right to Just, Fair, and Humane Conditions of Work, etc. (3) Civil and Political Rights such as The Right to Travel, Right to Freedom of Information, Right against Arbitrary Arrest and Detention Incommunicado, Right to Counsel. (4) Academic Freedom to all Higher Educational Institutions. (5) Promotion of Art, Literature and Culture. (6) Promotion of Science and Technology. (7) Mixed Economy. (8) Anti Poverty Provisions. All of these, were carried over to the 1987 Cory Aquino Constitution.

Over the years Noli Santos was columnist of Peoples Journal and of Peoples Tonight, entitled “The Swing of the Pendulum” Bulletin “The Law and You”, “ IKaw at ang batas” of Liwayway; “Cultural Notes: of Variety Magazine of the pre-marital law Sunday Times; Nueva Ecija Harvest” of Manila Chronicle.
At age 14, he was prizewinner in a nation-wide essay contest for secondary schools sponsored by the United Nations Associations of the Philippines on the topic “ The Role of the United Nation in the Promotion of the World Peace.” He was campus writer and section editor of The Philippine Collegian the official student publication of the University of the Philippines, editor of Collegian UP Golden Jubilee Review and of The Law Register and The Philippine Law Journal of the UP College of Law.
Santos is a holder of A.A., A.B. Political Science, and Bachelor of Laws from U.P.; MBA and Ph.D. from IU-IAME- Oxford. He did post-doctoral studies at The Wharton School of the University of Pennsylvania.
His father is Gonzalo Santos was the Huwarang Ama ng Pilipinas and Gintong Ama Awardee, 1996. His mother was Purification Tiu Santos dubbed as “The Price Duchess of Nueva Ecija.”
He is married to Carmelita Soriente-Santos. His children are Primavera, Emmanuel Candido II, Katrina and Georgianna.
President Cory Aquino appointed him OIC Governor of Nueva Ecija. He was elected Chairman of the Regional Development Council of Central Luzon and Secretary General of the League of Governors and City mayors of the Philippines. He excused himself on NAIAA General Manager and DENR Secretary. Ninoys mother wanted him as DAR Secretary. He gave away to his tenants his inherited rice lands in Nueva Ecija.
He is emeritus president of the Philippine Council of Management (Philcoman) and Philippine Association of Voluntary Arbitrators (PAVA-NCR).
He was governor for 8 years of Manila Overseas Press Club. He is IAME representative to American and European Chamber of Commerce of the Philippine; Trustee of Philippine Quality Award Foundation.
